Speeches on the NA Draft Decision on Abolition of Martial Law

The extraordinary speech by the RA NA President Ararat Mirzoyan : The claims of the opposition that the extension of the martial law has political or internal political motives are unsubstantiated. The best proof of that is the political processes taking place in the country, particularly the street demonstrations of the opposition forces. The claims of the opposition forces that the best solution would be the abolition of the martial law initiated by the Government are reasonable. The snap parliamentary elections are announced, and the Government should itself initiate the process of abolition of the martial law in the near future. Therefore, I propose to vote for this bill. This is the way to solve the issue and ensure the political stability.

Gevorg Papoyan : It is impossible to scare us with the process of expressing distrust. You will be alone again, as you have been left alone in the streets and squares.

Naira Zohrabyan : The martial law was not abolished, because there was a concern that the opposition would initiate the process of Nikol Pashinyan’s resignation. I propose to vote for the initiative of the opposition partners. In prisons, the convicts are directed to which party should be elected during the snap elections.

Mikayel Melkumyan : It should be recorded that the martial law has not been the best tool for overcoming the crisis in the country. I propose to fix clearly in the bill that from which day it should be entered into the force, taking into the account the security issues.

Taguhi Tovmasyan : I am in favor of abolishing the martial law. It should have been done earlier, because it had not given us anything for so long and no security issue had been solved only under the conditions of that regime.

Arkadi Khachatryan : I carefully followed the discussions. The question was raised that what are the bases of abolishing the martial law. In order to understand what they are one must answer the opposite. And what is the base for not abolishing it? There is no legal basis for maintaining the martial law.

Andranik Kocharyan : The risks of the abolition were discussed in the Committee and noted that military exercises are held. As this stage passes, and the ceasefire regime is in a stable stage I think the Government should be given two or three days for abolishing it.

Ani Samsonyan : Our demand for the abolition of the martial law is substantiated with the fact that the artificial delays can create serious problems. We also create indifference among citizens and a feeling of frivolity towards this regime.

Tsovinar Vardanyan : I am glad that the opposition also said that peace is maintained all along the border. Our citizens can be calm at this time.

Edmon Marukyan’s final speech : I think we have a consensus on abolishing the martial law in the hall. I hope that tomorrow morning we will vote for the bill which is also one step towards loosening the atmosphere of tensions and reaching political agreements. The political crisis will be overcome in this country with the help of such processes.
